That's pretty much the current confusion. If someone can show they have been using a handle for a long time on their own blogs etc., Google has often accepted that as justification -- and in other similar cases, it hasn't. I honestly have no problems using my real name for Google+, but I don't want to give up the pseudonym I've been using for half a decade or so through Google ID. Maybe I could use that pseudonym as my Google Plus name, but I actually WANT to use my real name for Google Plus and socialize through it that way.
